Plan S

In September 2018, a group of European science and research funders (including national agencies and charitable foundations) announced the formation of cOAlition S and Plan S with the intent "to make full and immediate Open Access to research publications a reality." The coalition later published implementation guidance and opened a public comment period to provide feedback.

Although it is not clear how many funding agencies will ultimately support the specifics of Plan S, in a world of global intellectual exchange, the proposal would have significant impacts on all publishers across all disciplines. 

The Executive Director of the Association of University Presses submitted a response to Plan S based on the Association's longstanding perspective on the goals of Open Access—a perspective that encourages careful thought, bold experimentation, reasoned assessment, and broad respect for the wide range of producers and audiences for scholarship.
